That iso is the baseline 17663.1 MVS iso The latest consumer iso (Oct) is only available by using techbench unlocked download options, like the SVF2ISO tool can do.
Did you download the mentioned tool? Use the GUI and go to the second tab, called Techbench, and select 1809 (17763.1) or 1809_1 (17763.107) and select the language and architecture and hit download
My bad, server 2019 essentials are not available on the tool, i don't know if we are going to do them on the tool, probably server 2019 standard only, have to see how much free space i have on my filehost after all consumer and business + ltsc svf's are done. I will try to create a special svf for you, if you tell me what language you need? Or is it en-US, then i can see if i can create the svf by another path for you.

Nope. Your desired iso is already available as 17763.1, download by using SVF2ISO and pre-integrate the most current SSU/CU and Flash* to 17763.165. * All updates are available on the mega mirror on the bottom of the post.
