Make sure virtualization features of the CPU aren't disabled in BIOS. Still the age of the CPU might be the culprit here, not sure if it supports all Hyper-V hardware requirements .

For me it is safe to use the .107 when updating a system. The .1 should be used as and offline process integrating >.107 with NLite or WinReducer product to recreate an updated .iso
That will happen on a Phenom II due to no proper Hyper-V support in W10 or some a bios issue (I've faced the same dead-end), even if they have AMD-V and secure virtualization is enabled on the MB. The weird thing, is that on powershell's systeminfo it shows "Yes" on all Hyper-V requirements. You don't need to reinstall windows after you enable it and enter a bootloop. You'll just need to go to a recovery command prompt on your system drive and enter "bcdedit /deletevalue hypervisorlaunchtype" to be able to boot again.
