If you are not part of the Insider Program, then WU will not see or download anything on the Fast Ring, Slow Ring, or Release Preview Ring. 17763.167 is still part of the Insider Program on the Release Preview Ring.
Clean install Win10 Pro with W10UI v5.3 (latest version 1809 build 17763.167) default apps now is working.
Tried to upgrade a older Sandy Bridge laptop with Radeon HD graphics only, the thing froze during first boot. Clean install is fine... the heck...? The insider builds didn't show any kind of issues like that.

1st You have to be in the Insider Program, then on the Release Preview Ring to download thru Windows Update and install. If not in the Insider Program, then YES you have to do manual install. 17763.167 has not come out of the Insider Program yet.
It is partially out of the IP, only public in stages and updates trickle thru the rings to public atm.
yes im in insider mode and is not their...u have to do it manually i dont understand why MS doesnt have it their for insiders.
Also found a bug. Since .165 mirroring or casting my Android screen does not work anymore. With .134 there is no problem.
