I don't think anyone can answer this question, but I'm going to ask just in case. With 1803 you could go into the registry at HKLM\SOFTWARE\Microsoft\Windows\CurrentVersion\Component Based Servicing\Packages and set the Adobe Flash packages to visible so they can be removed with dism /remove-package. Now with 1809 I can't find any trace of them except in the sxs directory and one mention in the registry buried deep with no data but a version number. Does anyone know what they changed there and how to make those packages visible so they can be removed offline with dism? Seems kind of strange they did that considering Flash Player is going to be deprecated soon. I'd have expected them to make it easier to remove, not harder.

No Windows update for business = normal WU + advanced settings/policies google WUfB it's not about ESD releases, it's about controlling Features Updates delivery, among other things (i.e. pause Quality Updates, Exclude Driver Updates, set Restart schedule... etc)
