I think it was 1503 when i had the CU and etc integrated, yet when i boot up and went to windows update to check, windows was downloading the CU.. Maybe like what abbodi1406 have stated i could have triggered a feature state changed by installing/enabling Directplay.
What's the order of updates integrated? check C:\Windows\servicing\Sessions\Sessions.xml if LCU is not the latest, it will be reoffered

It may be because of the Language Features being installed after LCU or less likely because of the Hello Face component being uninstalled. Regardless, I maintain my point of view that beyond the academic interest in this ISO (March or more accurate February 2019), there is no good reason to use it as reference. It is not like Windows 8.1/2012R2 integrated with KB2919355 and the later one even more, integrated with KB3000850 and the fixed KB2919355 which are worth using. Now LCU is released monthly and the effort to install LCU for April 2019, not released yet will be the same regardless of the ISO (unless using deltas/uup). The interesting thing is that after reinstalling the missing bits of LCU, then it becomes uninstallable. After all, @Enthousiast was right that the ISO is not base reset. Not that I didn't trust his findings, only that I could not explain it myself.

I just realize that I can't run "exe" file on any external drive on all my computers running windows 10 1809 , they all gave me this message when I try "Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item." any solution, someone did tell me its because I use local account
Some people think LTSC is the best for gaming but in my opinion in a half year you prob will fall behind with latest development on gaming so I prefer a stripped down Enterprise edition and keep up with the latest technology just my 2 cents
There are some issues when you try to play microsoft store based games. In my case, after adding store manually Forza Horizon 4 keeps crashing on race loading screen. On the other hand, everything worked correctly on Windows 10 Home build.
