    I got same issue, you must be insider on fast to solve this... it worked for me.

    What did they do that for? If a person installs a clean system, what would he need to do to correct this error to become a member of the preliminary evaluation program? I understand that this corrects this error, but it should not be!

    Maybe this is valid only for non "RTM" builds... I do not know. Never have this issue before.

    This problem has faced since 17744 and thought that would fix it, but it came almost to the finals, but never fixed. But the most interesting thing 18xxx (19H1) this problem no longer exists. The component installs.

    It started working for me (pt-pt optional language features under a en-us install) today on 17758.4 with an offline account, but that's on the slow ring. UI was previously manually installed via dism from a .esd file in the pt-pt uup download folder, as it wouldn't download too.

    Edit: I confirm the blinking bug bellow in 17758.4 also.

    This build finally fixed sound card problems for me. X-Fi wasn't detected correctly also other sound cards were not working.
    So i think almost everything is fixed.

    I reported this problem on windows insiders forums.

    17763 is the major build that will be seen as RS5, .1 is not the minor build that will be used in deployment.

    Keep in mind, that insider and rtm builds release with more bugs then they actually post in the blog

    So whether a version suggests no issues, thats just microsoft being obstinant and not paying attention to issues being raised on the feedback hub because it basically affects their employment status to go to rtm with bugs listed.

    17740 and later had broken action center
    17754 stopped the crashing but the same bug which caused the crashing prevents notifications from appearing
    17134 had bthport.sys bsods for months, an the fix for that actually introduced bsods on newer BT sticks
    all builds since 1711x don't work on asus VT'd enabled motherboards
    before that, PCIE wifi cards built using a particular broadcom chipset would code 10, and this was only fixed on the released build a month before 17134 released.
    All releases since Creators have a bug in standby memory flushing taking too many cycles and causing stutter while gaming.

    the Nv service is from nvidia drivers, which you must reinstall after doing a windows service update.

    Is there a way to download UUP files for Enterprise version 17763.1 ?
    Using UUP dump (both versions) I can only get Pro / Home version.

    Fresh install and notification every hr. "Something happened and we could not install a feature"

    Idiotic bug. I hope it's server side and gets fixed when 17763 hits RTM status. (BTW this is happening since last 8-10 builds.)

    As someone suggested, I have enrolled myself into insider and yet to see the error in last 2 hrs.

    Edit: Spoke too soon. Still getting that error on reboot.

    No, but if you want:
    a) to perform a clean Enterprise installation
    install Pro and install Enterprise key (slmgr -ipk ...)
    b) upgrade from enterprise rs4 to enterprise rs5
    run setup.exe from Pro rs5 iso

    Installing or upgrading at this moment take 2 actualy the first run it broke my raid array maybe has nothing to do with this build we will see ! :)

    Update : Upgraded fine and running smooth !
