This problem has faced since 17744 and thought that would fix it, but it came almost to the finals, but never fixed. But the most interesting thing 18xxx (19H1) this problem no longer exists. The component installs.
It started working for me (pt-pt optional language features under a en-us install) today on 17758.4 with an offline account, but that's on the slow ring. UI was previously manually installed via dism from a .esd file in the pt-pt uup download folder, as it wouldn't download too. Edit: I confirm the blinking bug bellow in 17758.4 also.
This build finally fixed sound card problems for me. X-Fi wasn't detected correctly also other sound cards were not working. So i think almost everything is fixed. I reported this problem on windows insiders forums.

No, but if you want: a) to perform a clean Enterprise installation install Pro and install Enterprise key (slmgr -ipk ...) b) upgrade from enterprise rs4 to enterprise rs5 run setup.exe from Pro rs5 iso
Installing or upgrading at this moment take 2 actualy the first run it broke my raid array maybe has nothing to do with this build we will see ! Update : Upgraded fine and running smooth !
