    Any way around this? Do I need the store for this dumb app?

    I always check the online packages.txt output from dism to verify an installation. That's how I noticed the SSU was installed under the covers. What surprised me is that the SSU was auto installed even though it was not listed as an update and only the rollup was listed for installation.
    Also, Msoft was still offering 2020-10 Security Update for Adobe Flash Player for Windows 10 Version 1809 for x64-based Systems (KB4580325) even though I had not installed Flash on that
    fresh install which included all updates up to and including December.

    Since Flash is no longer supported by Adobe (31-Dec-2020) wouldn't it be better to use Adobe Flash Player Remover / Uninstaller kb4577586 instead of listing any version of Flash Player to install ???

    MSFT did release the flash removal update to catalog a long time ago and will offer them soon on WU and maybe they integrate it in ISOs from now (doubt it, because some still need it).
