    Idk but this looks like a bois dump made by a bios dump tool. As far as i know bioses dumped with it not always can be flashed back.
    EDIT: is the one you gave me to mod flashable?

    Needed to use Flas**t, confirmed it works and SLIC 2.1 shows up in Everest :D. Thanks again
