You may be able to edit the xaml, but I have no idea where it is and if it breaks signatures and stuff.
Don't waste your time... I don't see how this is a problem and you're just opening yourself up to problems in the future.
AFAIK it's in the Shell Experience Host (a system app), but all the XAML is compiled to BAML (a binary representation for faster load times and to prevent users from removing ads from the markup) so you'd have to decompile it first, edit it, and compile it back. There are some tools to hack it, but I never tried if it works.
IS any body reading above no need for complicated solutions simply make shortcut on taskbar you dont need to press start button, and you shouldn't have butter fingers and accidently press it from taskbar, unless you got un urge to press it often, power button that is !!!
Maybe they dont want to do that and just want an answer about what the OP asked. This is like the first thing i saw too, the power isnt at the bottom of the menu and also the apps isnt at the top. Its just out of place.
In actual fact it was also one of the first things i didnt like in the menu, therefore i started to use the shortcut and also i have used classic shell to get proper control of start menu etc.
