    Does anyone know if that is linked to the fact that Windows Store App is not opening?

    I do not believe so. If Windows Store is not working for you then you can copy and paste code below into notepad, and save with a cmd extension. Run as administrator.

    More: It doesn't asking for my PIN when I reboot, it changed to account password lol

    I wasn't able to uninstall in add/remove programs, it just blinked and did nothing..maybe that is only me and it was in a VM.

    It solves nothing.
    It's a servicing stack update and doesn't fix any sort of update application issues regarding 3074681

    Edit: Hmm actually the cab file that's downloaded from MS also has a new explorer.exe

    Although it didn't fix MY problem, it might fix some other people's problems.

    indeed KB3074678 does not resolve this bug.

    Remove KB3074681 does resolve the bug.

    There is something very strange, because this KB itself that he has resolved in my case (tested with two machines)

    What does that even mean? GA means General Availability.
    It's either generally available or it's not.
