I used an alternative method by installing KMSmicro manually. Stripped down KMSmicro and put the following files in the same directory. bios.bin fmod.dll intl.dll kmsmicro.rom kvmvapic.bin libgcc_s_dw2-1.dll libglib-2.0-0.dll libgthread-2.0-0.dll libpng12.dll libpng14-14.dll libssp-0.dll mgwz.dll mingwm10.dll qemu.exe (original longer name) pxe-e1000.rom SDL.dll vgabios-cirrus.bin zlib1.dll CMD-file to start KMSmicro manually Code: start qemu.exe ^ -net nic ^ -net user,hostfwd=tcp:0.0.0.0:1688-:1688,hostfwd=udp:127.0.0.1:123-:123 ^ -m 512 ^ -hda kmsmicro.rom ^ -rtc base=localtime,clock=host ^ -name KMS_forward ^ -L . Internetmodem / router: Forward port 1688 to the local IP where KMSmicro is running. Use the WAN-ip number as server addres in the elevated commands needed to activate W81 or Office. When KMSmicro is running check the timezone. Must be the same as the timezone of your PC.
I used KMSmicro to activate Windows 8.1 and Office 2013 on a refurbished PC and it worked for both. The only issue I had was that NetTime failed to sync the time, it reported it wasn't able to connect to any of the servers. Activation worked nonetheless as the difference was only a few seconds at most. Any idea why NetTime failed?

You can try phone activation at nsane.forum (try google: win 8.1, phone activation, nsane.forum, november_ra1n). Sorry can't reply to your PM cause I still only got lower than 5 postings

At the time of this post, those hosts still work for Windows 8.1. Personally I would update the OP with that info. At least for now.
Tanzeel, I can confirm that with the older version (5.0.0) I managed to activate WIN 8.1 ok. I have not tried Office 2013 VL. I do have it, but running in WIN 8. If I happen to do more tests this weekend I will let you know.
Thanks to all who answered my question. In finding the answer to my question i have also contacted Ratiborus of ru-board. He gave me this answer. Yes you can activate Office 2013 VL on a Retail Activated Windows 8.1. I was asking on behalf of stefan_ion. Pesonally i have activated Windows 8.1 Pro VL, Office 2013 VL, Visio 2013 VL and Project Professional 2013 VL on my system with KMSmicro 5.0.1 but i was not sure when the word Retail came in the stefen_ion post.
