Obviously you have not followed this thread close enough, firstly, it's not hactivation, the KMS activation procedures are totally legit, - Yes, there is local host KMS activation, you don't need to be on-line thru out the whole KMS activation. - mikmik38's tool now allows activation of win8.1ProWMC, but it's only for 45 days.
He's not alone there, yesterday I tried three times to upload to Mega and always failed. No prob with HugeFiles, fast upload and fast download for everyone.

KMSmicro works thru Qemu and is very basic. KMSlite works thru VMware and is still basic. So really its a pref thing. Both work the same but some like Qemu and some like Vmware. Me I like KMSlite as I am a Vmware guy
I think you are looking at KMSpico. That is an online activation program and all servers it connects to are donw last time I heard. KMSMicro and KMSlite are offline full KMS servers which can be used offline, thru a network or made public
