So I just did a clean install I installed all the updates for one by one restarted on every update installed every driver one by one restarted after every driver install. Then I ran the aida64 the l3 was the same as Windows 10. Install each piece of software after every install I ran the test again. I found out that my backup software was causing the slow down. I will post pictures when I get home. I downloaded the windows ISO from Microsoft directly it was. ******* .194
Mostly, bit there is still some degradation of performance, as well as fluctuating benchmark scores. I think they got about 75% of it fixed.
