yeah the only update you get from windows update is defender one If you set the language in the settings though then remove apps and reinstall via store i think they come back english. (all mine are english almost anyway see screenshot some pages back)

 

Where in Language settings do you choose to download a new language ?

Even in my Win 8 I can't see an option

In language settings, when en-US is chosen, it searches shortly for the file online and stops then without offering the possibility to download.

Seems a lot of content isn´t online atm.
