The option to download a language pack via Control Panel may be missing because the version is not activated? Did you got your install activated? If if yes, how?
I'll try it in Hyper-V, I read that one would be able to upgrade the Preview to RTM but w/ some consequences (didn't mention Hyper-V/VM though). I have the Enterprise x64 Preview already installed there, if it blows-up... so be it
