They won't work think of it as a patch. A patch needs to know what to replace. Example to replace X on line 67 with Y from the patch. Because this was built for release preview (slightly different from RTM) it will just fail and at best it will work if bypassed and your just get random apps refusing to open or txt appearing / not or looking strange like space / font issues. Best option is wait for English RTM language pack or ISO to leak. Second best option. Download 9477 English translated extract the language and place it in 9600 .wim then recompile and see if that works, Some parts might not work but its very close to RTM release so most will. Debug the 8.1 preview files when unpacking on 8.1 preview see where the location of them is going. Once you no the location of language files install you just copy them from the 9477 build (should be same location) Then its just a case of making changes to the system like the installer on 8.1RP does so the RTM knows the language pack is installed.
Try going into control panel, language, add a language, english... see if it will download. If it does, set it to english and capture the image using dism or imagex

It just set the keyboard defaults and stuff to english if it didn't download the pack. IIRC you couldn't change language on 8.0 either unless it was a certain date... You could try setting clock forward to october 27 or something, then see if it downloads
