I think windows 8.1 update 1 is designed for xp users (to move to 8.1).

lol what? That makes absolutely no sense. People will upgrade due to XP no longer being supported officially.

...and I'm sure a lot of them will upgrade to Windows 7 instead of 8.1, especially on the enterprise-side.

Some pretty hard words for those that don't do fullscreen 1 and can grasp the idea of apps from a iPhone but don't need them on a production machine. When the os has been around as long as it has most have found better third party appz already. It appears you are slow to understand this and most of us love change that is why we are running 8.1. It may be your iq? Appears you have pretty big hard drives :D

    Regards

You clearly have no clue what it takes to re-train a staff on new software at the enterprise level. You can't just throw them in front of it and say here, figure it out. It doesn't work that way.

The larger the changes, the larger the cost due to more training being necessary.

its not so hard even 15 yr kid learn and unlock enterprise feature in pro in easy way just google it and in mdl many ppl help with registry tricks this is not rocket science many ppl afraid of new start screen thats the fact :p its easy and ms now improving their modern ui functionality much better
