It's Sendspace Server issue !
I think some to do with Blacklist try to change DNS using Google DNS :

Thank you BDMaster & Serg0008 for helping me out. I was able to download the file from the link provided by BDMaster! Now I need to figure out how to flash R32 bios without a charged battery(mine's dead long time ago). My appreciation again, to both of you guys.

Replying to myself for the benefit of anyone else down the road that may want to mod this BIOS. Unless you are prepared to unsolder the BIOS chip itself and use an external flasher, don't bother. As with the T430 BIOS it's a Secure Flash and Winflash will throw back an invalid signature error.

Until a TP-JG marker surfaces no SLIC to be had for this model.

I can to patch whitelist check in this bios, but this bios is protected for unsigned write operations and the mod can be flashed only with external flash programmer (like as here https://www.bios-mods.com/forum/Thr...-Tablet-BIOS-Whitelist-Removal-Hardware-Flash ).

What exact message you see trying install new WLAN card ?

 

I have to reinstall the new card, but it's something like this.
