I would assume so. You have any idea how bad WiFi is nearly 600 feet away? Then be told this "connection" will cost you nearly $60 per month and they specifically tell you they do not guarantee a signal or quality of the connection. So they're basically no longer offering you support either. And the only way they'll give you an actual hardline is if you subscribe to services that would cost nearly $200 per month of which you would never use. It is an effective way to prevent or limit the average person who would subscribe to the Internet only to discourage (or make virtually useless) the viewing of videos on YouTube, let alone any actual competing streaming service, while also cutting the cost of copper cable and support of any kind for their Internet-only customers.
I am sure eventually that would be their goal and force people who want The Internet to subscribe to other services. I can only speculate their reasoning for offering WiFi only for Internet only accounts... I assume because of their franchise agreements usually are for 10+ years at a time in any town or city they provide for, they cannot just deny an available service (The Internet) outright. That or I assume they are worried of "officially" being classified as a monopoly of some kind if they forced the issue and by offering this virtually useless WiFi they can "technically" say they still offer "something" as an alternative.
