I guess a lot has changed since 2015. For PortableApps just get it at the PortableApps website. A lot of these apps are now there also.
Not a stupid question at all. There are advantages and disadvantages of each, and other members have run these down. What I do: If I am going to use a program regularly, I install it. If I will only use it occasionally, especially on multiple computers, OR if I just want to test a program, I look for a portable.
