Yes, what is displayed does depend on the location and language. In my case for example, nothing matches with what you say. I still have the News tile, I removed the Money tile but I could bring it back as the Economy App is still there, and I don’t remember ever seeing the Food tile (though it would have been one of the first I’d remove).
As we all said, if you did an upgrade with b14393 then News & Money tiles will be there carried over from the previous build(s) ..but if you did a clean install like the OP clearly mentions, then it's not. I do not believe that News & Money are contained in the base of b14393 at all...? ...although I can't positively say for 100% sure unless I installed your language/location to see for myself; I tested English, USA, (Pro and Ent.) msdn...iso's What did you install? fwiw, i never really fussed to much about the Food tile either, it was just a fact to mention that went along with telling that the News & Money tiles were missing as well.
