Is this the case even if you do not place icons in the extreme rows and columns? Especially sensitive are the left first column and the bottom line. If you leave them empty, will the icons occasionally jump even then after desktop refresh, after restart and after explorer.exe restart? If this is the case, then for it cure is available. But this problem shouldn't exist from version 1803 and higher.
I don't care about it anymore. The last version of Windows 10 I had installed on notebook was 1709, and now I don't have Windows on it anymore.
