Should I drop the arm64 defender cabs for both Windows 10 and 11?

It would be normal for the antivirus definition files to be superseded by a newer version, but the other updates for WU are also normal except for a old version of the security center which I would've thought been superseded by a newer version by now.

Are the Windows 10 and Windows 11 signatures(CAB-extension) the same file?

    Which one?

EDIT: Forget it, when in doubt, use Windows Update, right?

Then, if I've been using up-to-date versions of Windows 10, I most likely have what I need.

I think you have to install the exe file as administrator for it to update.

...not in my case, mind you I was using an administrative USER Account at the time

Edit: To clarify... I simply downloaded the .exe file and ran it, installed with no issue.

Interesting, I have Defender disabled and it still updated, when ran as admin, unless it was updated before.
