I'm using 1703 EDU. Do I need to upgrade or is it supposed to do it through windows update? (windows update not working)
Download the ISO for 1709 from MS, mount the ISO in File Explorer of 1703 and start the Update from within the running 1703 OS. That just will work well and keeps apps and data.

i've downloaded 2 Education ISO's using @mkuba50 Techbench MiniServer and rg-adguard both have same 9 indexes: 1- Windows 10 S 2- Windows 10 S N 3- Windows 10 Family 4- Windows 10 Family N 5- Windows 10 Family Single Language 6- Windows 10 Education 7- Windows 10 Education N 8- Windows 10 Professional 9- Windows 10 Professional N i've also downloaded the one shared by @kabino (windows_10_multi-edition_vl_version_1709_updated_sept_2017_x64_dvd) this one contain 6 indexes: 1- Windows 10 Education 2- Windows 10 Education N 3- Windows 10 Enterprise 4- Windows 10 Enterprise N 5- Windows 10 Professional 6- Windows 10 Professional N
I already said the EDU iso seems to be the normal Multi Client (non VL) iso @kabino's iso you show is a VL iso, on techbench insider part called "16299 insiderpreview_enterprise".
