Im using a dell laptop running Windows 8.1 (upgraded from 8.0). When I refreshed my pc it didnt ask me for installation media, because it's already there in rocovery partition. Windows was reverted back to 8.0 because recovery partition had 8.0 image. So my question, is can I modify/update recovery image to 8.1 ? And integrate 8.1 drivers if posible?

Is it ok to ignore OEM Recovery Partition and create custom recovery image using 'recimg.exe' and refresh PC with it ?

Yes, you can make the custom recovery with recimg. When you Refresh it will use this custom image. If you Reset, it will use the OEM image.
