It's about the MSMG Toolkit. When removing apps from within the Toolkit, you have the + and - symbols to the right of the page, so when removing an app it changes to the - symbol, but some apps have an asterisk (*) symbol, so no matter how many times you try to remove the app, the asterisk remains. However, This happens only with the latest 13.6 version. The previous version does not have that problem. So I am guessing it's a bug on the latest version.
Oh, ok, so you already have the files. Then ignore what I said about downloading them. The dism command was showing how to integrate them into an online system. If you're using the toolkit to integrate them you don't need the dism. You have me there. I have the same issue. I don't see the VP9 codec in Apps & Features, yet when I use DISM /online /get-provisionedappxpackages it shows that it is installed. I am using 21H2 19044.3324 LTSC. So what do you see if you run dism /online /get-provisionedappxpackages from an elevated command line?
MSMG merged the w10 and w11 UWP app folders. Now the w10 folder is used for both Windows 10 and Windows 11 ISOs. Look at his message below.
It means they are blocked from removal so you can keep some functionality. When someone wants to remove it, it is believed that the person knows what they are doing. To unlock use the option Compatibility Menu.

C:\Windows\system32> It also shows here that the VP9 is installed, but it's missing under "Features & Apps" in Settings, same as you. AV1, HEVC, MPEG2 and RawImageExtension is missing from both the results from running the DISM command in cmd (elevated), and under "Features & Apps" in Settings, even though the Toolkit said "The operation completed successfully." when integrating them. Since you're running a newer LTSC than me, I will try to integrate updates in W10UI later, so that it's updated to 19044.3324, unpack the ISO it produces in the DVD folder in the Toolkit and try to integrate it again, and see if anything changes. EDIT: Just did that and the only thing that changed in the output in the terminal window is that the lines with "Microsoft Windows [Version 10.0.19044.1288]" and "Image Version: 10.0.19044.1288" now says ""Microsoft Windows [Version 10.0.19044.3324]" and "Image Version: 10.0.19044.3324". Other than that, the output is exactly the same, so that wasn't it.

When I apply updates for 22H2 i get this message A duplicate file name exists, or the file cannot be found.
Hope someone way more knowledgeable than me can has an idea what the issue is. I dl'd (from MDL) Windows LTSC 2021 en-us x64 to do an in place upgrade from my current LTSC2019 (hey, I know, it's old, but it still works) If I burn the LTSC2021 using RUFUS I can do the in place upgrade, keeping apps and files with no problem. BUT, if I use MSMG toolkit (13.6) and removing the list items (using the templates given in MSMG 13.6: Specifically: RemoveAppsList RemovePkgsList DisableFeaturesList (Minus some things I want to keep, like windows firewall, etc) When I try the MSMG modified iso in place upgrade, the "Keep Personal Files And Apps Option" is greyed out So, how do I find the app/pks/features that is being removed that causes the issue? No way I can go one by one, there are too many combinations.... Any help would be so very much appreciated. I've been trying to solve this on my own and searched for an answers. I'm amazed that it seems no one else had this specific issue. Thank you so very much.... TangoBravo P.S.
