Strange, I did right click and run as admin, then choose yes. I don't see why there would be a difference in doing that vs just double clicking and answering yes to the UAC prompt bro.
hehe funny thing after install Build W10 16299.rs3 I run WEI to compare with 2016 LTSC so my results: 1709=8.1, 14393=7,6 I use WEI from own Windows, Xiret and with Winaero Tweaker 0.9.00 all results are same; still related to heavy games NO differences also then concluding is more inteligent stay with 2016 LTSC for obvious reasons and avoiding new fresh installs over and over
