It may be the runonce method option which might be interfering as it alters how setup operates. If that is the case I can disable that option if a insider build detected.

Plus the insider preview builds have a tendency to have issues with some tweaks in general.

App removal may need to be adjusted more with insider builds as ms may also be combining more apps together during the build's testing duration.

My memory is terrible recently

It's on the to do list to look into the app removal routine(s) in general as I'm sure it could be made more efficient in some way.

But that could change if ms are seeing if more app consolidation is their way forward to making it harder to split or remove certain apps from the appx block.

In my installs I keep just the bare minimum of apps and remove the rest I not require if I can.

It's annoying that nvidia and realtek now use apps for their control panels and if you not install nvidia's one it keeps reminding you it not present.

    Regarding force offline option:

I'm guessing ms changed something yet again to try and force online setup only.

Will look into it and adjust if possible.

With vbox it was reported that the disable network during oobe option cause other issues that can cause setup to hang or take a very long time to complete.

Vbox may of been fixed since it was reported about the setup issue.

I was testing that on my 19045, 22631 and 24H2 releases in VMWare:

19045.5131 Working offline account current MRP ini (only used the option to hide online account):
    Home
    Pro
    edu
    pro-edu
    pro-f-ws
    ent

On 22631.4460 and 26100.2314 i needed to set:
    - Temporarily turn off internet during oobe
    - Force local instead of online account

When i am finished with my 19045.5131 release i will test some more (in vbox and on real hardware).

yeah windows 10 local account works fine without the need to turn off connections during oobe,
same thing with windows 11 before 24H2 came in,
from 24H2 onwards you have to do the oobe\bypassnro command alongside being not connected to the internet, for offline account to work,
so after restart you need to do ipconfig /release,
or by disabling the network adapter from control panel or settings during setup
