You use the Windows media tool right? Yeah it will look at your system to see what kind of os you were running and download The Right OS accordingly

The elevated cmd is for the slmgr line, kms_vl_all is a cmd and just run it afterwards.

Nobody told you to copy/paste KMS_VL_ALL to anywhere.

ok, Sorry I guess I misunderstood. what to do. Because I ran Kms and nothing happened so I tried to open it with 7z. Guess that was a big screwup. Because when I try to open it it just wants to load another 7z again.

Yeah, 7-Zip is a program to compress or extract a folder/file for archiving. You would download a .7z file (compressed archive made with 7-zip), then use 7-zip (or winrar, etc) to extract it to a convenient place/folder, then go to that place and right click, and run as administrator on "AutoRenewal-Setup.cmd". That 'installs' it and in the latest 36 version auto runs "Activate.cmd" if I am not mistaken. If not, you would then right click, and run as administrator on "Activate.cmd" to activate....aaaaand done!

You'll see a terminal/command prompt thing running, it will say something about "Activating: *windows version*" and then press "any key to exit" when done...if all goes well. Like so...
