    How did I not find this before. *face palm* I'll have to bookmark this :D

    Uninstalling KB2966828 fixed it for me. After uninstalling this patch, I was able to run DISM normally as usual.
    Give it a try if nothing else works.

    Sorry for the huge bump. Delete if needed. :)
