Network folder/file sharing

    I have read a lot on Win7 and network file sharing and I either just don't get it, can't make it work correctly, or it won't do what I want it to.

    3 computers all using Win7 ultimate.
    3 different users, on 3 different PCs all on the same homegroup within the LAN.

    I can get network shares working, and everyone has access to public folders, or shared folders.

    What I can't seem to do is lock down specific folders to specific users on other computers.

    Is that possible with Win7 without Active Directory, or are shared folders available to ALL other workgroup users?
    Works fine if I create a local user account and access from the local PC, but not for specific users on specific folders/files over the LAN on a different PC.
