Nyet. It just means that it's easier to use a no-plug-in design for what is, essentially, a completely new (no backward-compatibilities) browser - MetroIE has no backward compatibility to worry itself with, unlike desktop IE10. Besides, you can still use the desktop version on a tablet or slate - even with Metro as the chosen UI, But the important issue is that MetroIE, unlike desktop IE, doesn't even HAVE a *compatibility mode*.
