What I am hoping for in the next release of windows is that they fix a few bugs. 1. Intelligent mouse wheel which knows what pane we are in when it is highlighted. Like Thunderbird. 2. Toggle in display set up (or fix) to keep our second monitors from minimizing when we toggle through open items on the primary monitors task bar. It is a flicker that is not needed. What your hoping for is already in Windows. Have you ever tried using IE(Modern) snapped with any other apps ? Scrolling works great. All WinRT apps (by default) work this way.
Been wanting this for many years (at least for "classic" programs) -- for the time being have been using a freebie called WizMouse which works pretty well for that sort of functionality, can scroll whatever's under the mouse cursor without it having focus. Just hover and scroll.
