WZOR has claimed that Windows 9 will RTM in december before, but given that it is scheduled for a Spring 2015 release I don't think that's correct.
only reason I could imagine to do so is that they want to get rid of everything read 8 or 8.1 and hit the x-mas market as soon as they can even if the software is kind of buggy. Since 9 probably is a feature blown up 8.1 with a new kernel, it really can be that way and they let it run as the preview just to find out. Update cycle is announced to be short so they can release more features next year and so on
I think some of the OEMs were not too happy with the spring launch date. I can see their point, lets get 9 on machines in time for xmas shopping. ETA - I want to get it on my machine now...

You are likely not going to get that until the Redmond software giant releases the operating system on September 30th. Microsoft is very conscious of the security of the Windows OS this time around.
This would seem to make sense - if the General Availability is going to be April 2015, it would make sense for it to RTM sometime in December 2014 or possibly January 2015. Windows 8 GA was October, but it hit RTM in August.
