I think that Windows 9 without cloud service has nothing to do with Windows365. As FaiKee stated earlier Win9 and Win365 are two different products. My best guess is, that Microsoft will offer Windows 9 without One Drive integration specifically for China. As I understand, China's government is concerned that One Drive isn't secure and can be used for spying on them.
