According to WZor, 3GB is a size of full Win 8.1 Update 2 distribution (ESD from Windows Store or new ISO) not of the Update 2 only. Update 2 size should be similar to Update 1 which was around 800 MB for x64. And if rumors are true, RTM escrow will be signed next week, so I hope that in couple of weeks it'll be leaked.
Actually the problem is with OneDrive being default in win8, a employee is probably a general computer novice, and unknowingly places sensitive docs in OneDrive, now all governments and big corps would only want their docs stored safely in their own servers, not in somebody else's server where they don't even know the location. Last year a guy did just that, he saved a President's speech in OneDrive and the Chinese Govt was uncomfortable about it, that's why they don't want their offices to use win8.
Guess some will need the full file for updating their system like VL and enterprise users since update certainly will not come through store but must be done inplace ... my 2 cents
If it's done through the Store or Windows Update nobody needs full ISOs, not even VL/Enterprise users, but full images are used for new installs and Upgrades from Windows 8 to 8.1.2 (through the Store)
Hm, if scenario is like was 8 > 8.1, then I believe VL user will need the full iso for inplace but if it is just a jump like 8.1 > 8.1.1, I agree with you. Since rumors say that it might be 8.1 > 8.2 I doubt a simple store/WU channel update will be working for all users
I know Enterprise users could update all their machines through the store using some sort of automation, but you're probably right, many of them probably used full ISOs to do it themselves because they didn't trust the store.

That is the ONLY reason MS went after Kibkalo and yeah, something MS should have done AGES again, build an iso for each person/organization getting early builds. A personal build for each and every iso sent out, everyone knows who it is that way. Finally MS gained a brain (well once it is actually proven lol)
That's correct, but I'd like to correct some of Softpedia's mistakes in the Kibkalo part (see, that's what I meant when I said they tend to misinterpret info ) The SDK doesn't enable key generation, from the court documents: Kibkalo has been in jail since his arrest, nearly 3 months ago, therefore his jail sentence already ended this week. He will be deported to Russia because his American Visa doesn't allow convicted criminals in the US. Once he arrives in Russia he is a free man.
Be reminded to add salt to WZor's rumors, his "infos" about win9 in the previous posts(i.e. before he disappeared for a while) were all baloney, and he posted the pra-scammer's magnets and made it appear like it's his own leaks. Btw, rumors are flying around that a MS meeting next week will decide Update-2 sign-off, but RTM sign-off's are not done in this way.
Now if like the last time KMS Activated will not update via STORE and if you clean install you need NEW KEYS, (so they say) then if one is KMS Activated, if one removes the KMS Key, then Reboots, then Rearms you will be Genuine and Not KMS so then will STORE update.... worth trying.... of maybe i should restore my Backup Genuine MAK Win 8.1.1. Me I'm tired of finding NEW MAK Keys for the clean installs.... maybe this is just wishful thinking for an old Pirate.
