Not until now I have been hearing about that name on MDL without having an iota of thinking it's a female. I am glad that has been clarified in your post. Not that gender matters in this case but it helps to put things in better perspective to know about the person we are dealing with when getting info on Windows 9.
Clown has a lot of names, starting with Jesthon900 long time ago. Meantime he was banned at least 50 times under different pseudonyms. Current version is jen9600 out at twitter
While the person behind those names is being an impostor there is usually images of somebody on the twitter page(s). What 'Clown' has posted on Windows 9 so far are very questionable. I am glad somebody like you who is much conversant with the person's past records is helping us to divulge information on the impostor's personality. That is much more appreciated by me.
If that is a fact about the Windows build 9803. What is such build meant for? When the public can not get their hands on it.
if it exists it was just an MS internal build during the developing process of new windows version. These builds are not intended to see the public users
That is clear enough for me to understand. Which means internal build or builds(probably coming from different Windows development labs) cannot always be reliable to be accepted when leaked to the public. In other words it means those who are releasing those builds might have some info about them and might just fall into the Microsoft internal builds as you rightly mentioned. Meanwhile, If I am not mistaken, 'build' is a part of Windows nomenclature used by Microsoft to indicate various versions. The number seems to precede the version(for example in Windows NT version). Like Windows 8.1 Pro version 6.3.'9600' is called build 9600.
the collection book is run by a private person and it is natural that the list must be handled by hand and it seems that it is not brought to the most current build ... but anyway it was just to show how that build thingy is working edit: btw I also have 17196 which is current version. No update 2 deployed yet

I don't think anybody is trying to put somebody down here. It is right to do the needful at times to let the public know about what they are reading. There is nothing right about being impostor rather than posting wrong information about Windows 9. There is difference between the two of them, the wrong information and claiming to be who you are not. The latter is the issue here though. Try to understand what the bone of contention is all about here.
