Threshold would include start menu, plus things like windowed apps, interactive live tiles, etc., these all require some extensive API treatments, so probably a new RTM build, and a preview for people to test and report. Seems MS has taken an over-dose of name-changing-dope, no idea how Update3 could be named: Spring update, April Update, Q1update, pre-threshold-update, pre-win8.2update, don't-bury-me-update, etc, etc, or like WinBlog says, mini-minor updates spreading over the next months. LOL.
He is too busy changing the "Update 2" labels to "August Update" in his standalone pack that well be uploaded to magnet later.
You are possibly asking for the person's disagreement on that. I think that is very funny. At least, we finally know through the Microsoft blog there is nothing like the overly extol Windows 8.1 Update 2 .
Lol... 'Knowing' is not about IQ, I guess. Stephen Hawkins is an astrophysicists per se and he may not know a tad about Windows operating system users ratio to non-users.
I am thinking along same line. Not because there is Windows 8.1 presently Threshold would have to follow on the same nomenclature. It is going to look awkward if it is branded Windows 8.2 or Threshold. Windows 9 seems to be the logical name to go with.

Maybe you could ask that MS guy who posted his CV in linkedin: When he says "Windows 9 for Phone, Tablet and PC?". does he also mean "Threshold for Phone, Tablet and PC?" btw, "win8.2" is just a placeholder, don't take it for real, as least for now. Maybe he could check into parallel universe and knows it?

Yup, they did changed their minds, it was a lab build, and MS first intensions was to include start menu in a win8.1(blue) update, i.e. 9600 with bumped up delta.
