It appears Microsoft has signed off the final version of Windows 8.1 at build 9600. The build was compiled yesterday at 9:40PM in the winblue_rtm branch. The rumor comes from a source who has been behind multiple information leaks in the past. Rumors yesterday claimed that Microsoft were going to compile the Windows 8.1 RTM at build 9600, and today's information seems to confirm that. The full build string reads 9600.16384.winblue_rtm.130822-2140, which was compiled on August 22nd for testing. It was said that if 9600.16384 had a problem with it, the 16384 part of the build string would have changed. It has not. So can we expect an official announcement from Microsoft soon? What's more, it appears Microsoft is ready to send the final code off to OEM's immediately. According to another post on the same thread, Microsoft is preparing to send the final bits off to OEM's within the next few hours for pre-loading, testing and other goodness. Of course, until this information is concrete, we ask you to read with a grain of salt. If it were to be true, we can expect Microsoft to make an official announcement soon.
According to my resource (my 13 year old cousin on summer holiday) the ISO will be available at 13:13 GMT+1 time. That kids is always right, ever had those sweets that are like orange, coffee, toffee etc etc but all look the same and you have to guess what one you have then eat it and say? Well he and I often play that sweet game and he is always right! For this reason I have no reason to doubt him as a credible source. Take this as 100% proof Windows has gone RTM and will be out soon!
Sounds like an 'appeal to authority fallacy', but hey you could be right and I actually believe you lol

A bit Off Topic: Microso9ft announced today that Steve Balmer will leave Microsoft as CEO within the next 12 month. He also was send a letter today to the Staff of Microsoft: Spoiler „Microsoft is an amazing place.I love this company. I love the way we helped invent and popularize computing and the PC. I love the bigness and boldness of our bets. I love our people and their talent and our willingness to accept and embrace their range of capabilities, including their quirks. I love the way we embrace and work with other companies to change the world and succeed together. I love the breadth and diversity of our customers, from consumer to enterprise, across industries, countries, and people of all backgrounds and age groups. I am proud of what we have achieved. We have grown from $7.5 million to nearly $78 billion since I joined Microsoft, and we have grown from employing just over 30 people to almost 100,000. I feel good about playing a role in that success and having committed 100 percent emotionally all the way. We have more than 1 billion users and earn a great profit for our shareholders. We have delivered more profit and cash return to shareholders than virtually any other company in history. I am excited by our mission of empowering the world and believe in our future success. I cherish my Microsoft ownership, and look forward to continuing as one of Microsoft’s largest owners. This is an emotional and difficult thing for me to do. I take this step in the best interests of the company I love; it is the thing outside of my family and closest friends that matters to me most. Microsoft has all its best days ahead. Know you are part of the best team in the industry and have the right technology assets. We cannot and will not miss a beat in these transitions. I am focused and driving hard and know I can count on all of you to do the same. Let’s do ourselves proud. Steve“ Microsoft will set up an special committee which will include Bill Gates for to search for an successor of Steve Balmer.
