It was never that bad smart people used to extract the install files to hard drive. I myself with Windows 98 had a hard drive i used to plug into machines with 98 CD extracted to it. All you need is this and 1 floppy with DOS on. You start the setup from the extra hard drive via dos. It was only the first ever time you needed to use all floppys (just so you could extract it all to a hard drive) People still do this today using external Hard drives and Windows 8 (never sure why as a bootable USB install is super quick anyway but apparently extracting a Windows 8 DVD to hard drive then installing from that is quicker.. Can't see how personally.)
I find it hilarious that Microsoft is taking leaks seriously now and starting with an update that's free to most people.
Probably waiting for OEMs to find show-stoppers, not just making us wait for the fun of it I read things will likely change between RTM and Public Release anyway, easier to fix things for OEMs than for the world

This is true I did always copy the cab files to the hdd whenever installing 9x but that first install from 20/39 floppies would be the killer and then the backup of those disks....
