Weird, didn't touched any on the command to register Recovery Image since many version. Try to do the following from within Windows just to be sure : REAGENTC.EXE /ENABLE then REAGENTC.EXE /INFO Give me the printout of both commands. Thanks.
Ahh, I should clarify. I installed Windows 8 & used an OEM Key. In this scenario setupcomplete does not run. Did you look at the Technet link? "Note In Windows® 8, oobe.cmd and Setupcomplete.cmd are disabled if an OEM product key is used. This is to ensure that end users reach Start as quickly as possible. Any tools or services that use this infrastructure need to be moved to post Out-Of-Box Experience (OOBE) tasks."
The partition must be unmounted from within Windows. Can't do it from WinRE. Will have to find a solution for that. Since I always used "Skip" for the key, I neved found this problem. Thanks for letting me know.
I did the same thing throughout my testing. Turns out the default key used when you "skip" is a retail key. This is a royal pain...
For me also, as I used SetupComplete to detect the selected language (I made 2 French/English installation media) to install the correct language, since some software are not multi-lingual. Thinking about what I will do now... :S

Realisez you where using Windows 7 after posting the link. The command I gave you should not be run when in AUDIT mode. Never. Are-you using an MSDN/Technet Windows 7 iso or one of the AIO/AutoActivating/Etc one that can be found on the net? I am aksing, because I never ran in problem with the recovery image not registering correclty
I'm using DELL media, always because I'm working for company which always sell DELL computer.. But I can tell u that, first time I use this I always use DELL media, and ur old version no have any problem, repair my computer appeared after capturing window. Till the latest one, its not shown....
@AnarethoS Could the f key be making the repair windows function from f8 go away because of the replacement of f key to enter recovery? I know some manufacture use that method of including in f8 menu instead of a f key. I dont know for sure but this could cause that to happen I think. Might be wrong, if so not the first time. lol Bet if ya use a retail version instead of the dell oem it will work correctly.

On all my installation, I can either acces the recovery Tools by pressing F8 and than repair my computer or using the mapped key (F7) by default. Maybe your Dell disk come in conflit with my Tools. Try with original Windows 7 disk if you have time to see if everything is OK.
1.3.12 is out - Fixed: Some translation errors in English (a USB drive, not an USB drive, etc.) - Fixed : SetupComplete was not executed under Windows 8 when using OEM key. Now using a "FirstLogon.cmd" script which is scheduled by Sysprep.xml before capturing Windows image. The script is executed even in case of computer "Refresh" or "Reset". Currenlty used to unmount the recovery partition but you can add custom stuff in it if you prefer (software installation, etc.). Path of the file : C:\Windows\Setup\Scripts\FirstLogon.cmd
