I have long searched for a tool, with which i could overclock my AMD E-450 (AMD K12) laptop CPU. Tools like AMD overdrive wouldn't even start. But now i have found one that works extremely well. It's called BrazosTweaker. It can be downloaded at Google Code: code.google.com/p/brazostweaker/
What speeds did you achieve and how much did your benchmarks improve? How is stability and are you having any kind of cooling problems? Inquiring minds want to know.
The Stock Speed was 1.6 Ghz. I managed to clock it up to 3.3 Ghz! So far it is stable. There were no cooling problems. Benchmarking Results went up by 30-50%.

Yes. The Intel Desktop Control Center should work. Tell me if it doesn't. Go to intel.com/design/motherbd/software/dcc/
Start by setting the "Mult = 33 divided by ->" down to 1.75. (In the main P0 Tab). Than start decreasing the value as far down as you want.
Increasing past 1.65GHz does not work for my Compaq BrazosTweaker reports 3.3 Ghz but benchmarks are the same And AMD Fusion only reports 1.65 GHZ Undervolting is OK
