I don't think you are experiencing a full flash of the bios....I think there is something in which needs to be done during flashing that is not being done....there is no reason for this problem and to me it is a problem.
I just downloaded the file and unzipped it with winrar and there was no problem...however, I am uploading it again for you...give it a few minutes to finish uploading....there is no corrupt file.
