    Yes, In the Command Prompt,If I type in the commands below, a Phoenix phlash16 error will come up.

    F.BAT (ENTER) ERROR:cannot flash if memory managers (e.g EMM386) present

    PH161700.EXE BIOS.WPH /O /Force /X /C /S: ERROR File open failed on BIOS.WHP

    PH161700.EXE BIOS.WPH /O /Force /X /C /S (ENTER): ERROR File open failed on (ENTER)

    PH161700 /O /C /S BIOS.WPH (ENTER)ERROR:cannot flash if memory managers (e.g EMM386) present

    I tried many diffrent commands with majority saying the errors above.

    Dos != Windows Command Prompt.
    you cant flash in WINDOWS, you have to make a bootable USB, copy files over and flash it. the instruction on how to create a bootable USB is in Extras folder.

    Alright, This is exactly what I did,
    I created a bootable USB by using the HP USB Disk Storage format tool and followed the create a bootable USB instuctions

    I WINRAR extracted the 161700exe, F.BAT, BIOS.WPH to the bootable USB.

    I then went on Windows Command Prompt, typed in F: in order to use Bootable USB

    Then I put in F.BAT, and many other commands to see if it would work. Everything came up in error
