I did both of them..look back a couple of pages. I just realized that I misnamed the file but I did do both of the files which you gave.

Tested a couple of time and downloaded three times but still the same error :(
To make sure it's not my issue.
    That's what I did:
    1. Create a bootable usb as instructed by the guide
    2. Place phlash and the bios in the usb flash
    3. Renamed to bios.rom
    3. After bootup, type phlash16 bios.rom

You cannot use .ROM on that particular PHLASH16....that particular phlash 16 works well with .WPH FIles....now there are some versions of PHLASH16 which uses .ROM files..

Does Fitjitsu have any flash utilities that they recommend?

 Sorry, my mistake. I thought it may work :p
Let me search again if there is any. But as far as I can see in the support page for my model, there aren't any. I will search if there is a recommended flash utility for all model.
 In case there is none, would you mind recommend a program that may work :)

I found all drivers which belong to your PC but I did not find an alternative way of flashing the bios in DOS.

And the executable file which is your bios will not let me unzip it.

I have an idea. Let me see if it would work.
Run that official .exe file and it will extract to the temp file. Then I take those file out except the bios.rom and place the one that's moded in that folder and try to run to see if it will do the flash.
Would you recommend me to use the first or second modded bios ?

I don't have any special trick. I just ran it on my laptop and it's all extracted to the temp file. Seem only able to run on that laptop as well.

Tested 7zip, universal extractor all seem unable to extract.

Nothing seem to work on my samsung though :(.

The program won't allow the flash and show: the specified Bios data file is corrupt or is a format that can't be used by this program again.
For testing purpose, I replaced it with the original one and it will allow the flash.
    Any Ideas ?
