The new cmd.exe looks useful. Is there a thread buried somewhere about porting it to win 8 or 8.1, or can we just overwrite the .exe file?

Also for someone experienced in porting (ReFS and other packages) - would simply replacing cmd.exe cause problems down the line, or is it sufficiently "standalone"?

    Thanks :)

I don't think simply overwriting the Windows 8.1 cmd.exe with the Windows 10 one will work as the command-line processor depends on crucial system libraries (like ntdll.dll and low-level api-ms-win-* libraries, for example) which are naturally different for both OSs. To my understanding it's not as standalone as it looks like.

Just give it a try in a VM and look what happens? :D
