It is easy, download the script from the beginning of this post. Save it to your desktop or where ever you want. Double click on the file to start it. Close all open programs and press OK or restart on the script window. Your PC will reboot and then report your restart time. It works in XP too.
Ofcourse, its just a script. I know my computer reboots in bout 60-70 seconds.. Using a 160 GB driver with 7 ultimate 64bit and nothing else but my firewall/antivirus and wlm.. I can probably do somethin bout it but im satisfied with boottime.

Just add a '1' before the time, i.e 134 seconds with an old P4 + 512 Mb DDR + Win XP + Lots of services and 56 seconds with a Compaq CQ62 [Core i3 + 2 GB DDR3 + Win 7 Ultimate]
Generally about 90s if I install a lot of softwares, and less than 1min if only install basic softwares
Restart Time My Restart time is 59 sec(min) and 79 sec(max)....with just celeron m processor and 1 GB RAM

This is not an app and you can't install it.Just run it.Accept and pc restarts.After restart your restart time is displayed.
wooops!! that was a typo thanks for noticing!! I will never use Vista even if someone would pay me to I am using Windows 7 Ultimate 64 bit ftw / 49 secs boot time The reason I edited the first time where my boot time was 56 seconds was because I was not closing Windows Live Messenger, After I closed it...boot time was 49 seconfds only!!!
