I remember when I had Win 10 Pro installed, everytime I would reboot I would get the window telling me this app is preventing Windows from rebooting: PowerStateMonitor

Does anyone know if this is something built into the OS or it came with any of my drivers and how to get rid of this error?

I'm having the same issue. I'm currently looking for a fix for this. I'll let you know what I find.

Maybe you should create your own Power Plan? I would try that, it helped me some time ago!

Try restoring defaults for all your power plans and then re-tweaking them as per your liking.
