The in place upgrade worked like a charm after uninstalling the antivirus
I am now on version 19043.1110 which I have downloaded from uup dump

 

You were right, @Enthousiast was referring to the same

 

Never ever start an in-place upgrade with an AV installed (except defender, obviously), that's a rule that works since the days of MSDOS

 

Will keep that in mind from next time
