origin probably has to update. And they really don't probably feel a need to, until OCT when 8.1 is OFFICIAL lol
If that's the reason, MS's decision not to release it early to developers is going to blow back on them. They were on the right track with this update, but if they screwed up backwards compatibility, 8.1 is going to be even more hated than 8.
Check for latest or beta video card driver with 8.1 support If you on a Intel system check for Intel drivers for 8.1

no solution!re-install origin/update latest beta,driver nvidia latest beta,visual c++ x86,x64 with sp1 update,re-install game with origin! and the game (fifa13/origin) no START!!! WHY ?
just wait for someone responsible for this to fix it, which will not probably happen untill 8.1 is officialy released. I guess there is not much you can do now if you already tried c++, gpu drivers, reinstalling origin, running as administrator, runnin in compatibility mod, running without "origin in game" and whatnot. Best thing is to have 2 system partitions for 2 different systems. That way if something does not work for me in windows 8.1 (which is streaming of mass effect), I just swith to 8 on second partition.
very interesting, 8.1 has a compatability option you can check for games and programs, "run under windows 8", hmmm, must been a lot of changes in 8.1 then, lol
installed fine but it seems for fifa13 not netframework is problem!why v.1,5 (reloaded) run and origin v. 1,8 not run !?
I am sorry but I have a hard time understanding you... As I said, wait for someone responsible to fix it, which will not probably happen until 8.1 is officialy released. You run not yet officialy released system, so it happens that some programs just does not work yet. And if you tried every possible way to fix it (drivers, various compatibility settings and settings within origin itself,c++ etc.), then there is probably nothing you can do.
To easy install .net 3.5 into your 8.1 use askvg offline installer! Mount 8.1 ISO, select correspondent drive letter and hit install then wait till says "installation successful!"
